Bangladesh, EBA and LDC graduation: what happens to duty on clothing?

Where the graduation timetable stands, how each major market treats the transition, and how to protect long-dated programmes.

SHORT ANSWER

Bangladesh is scheduled to leave the UN list of least developed countries on 24 November 2026, and has asked for a three-year deferral that was still pending in October 2026. The EU keeps Everything But Arms duty-free access for three years after graduation. Other markets set their own transitions, so check each destination.

What is LDC graduation, and why does it affect clothing duty?

The United Nations classifies the poorest and most structurally vulnerable countries as least developed countries (LDCs), using income, human-assets and economic-vulnerability criteria reviewed by the Committee for Development Policy. A country that meets the criteria twice in a row is recommended for graduation, and the UN General Assembly sets the date after a preparatory period. Bangladesh was recommended in 2018 and the General Assembly decided in 2021 that graduation takes effect on 24 November 2026.

The link to clothing is trade preferences. Many tariff schemes, including the EU’s Everything But Arms (EBA), the UK’s Developing Countries Trading Scheme and Japan’s LDC treatment, give LDCs duty-free access because of that status. Apparel is the product most exposed: clothing and textiles make up the great majority of Bangladesh’s exports to the EU, and standard EU duty on most knitted and woven garments is around 12%.

Where does the timetable stand now?

As of 19 October 2026, graduation is scheduled for 24 November 2026. Bangladesh’s government wrote to the UN in February 2026 asking for a three-year deferral. Reports say the Committee for Development Policy responded positively in mid-2026 and that the request was then before the UN Economic and Social Council, with no final decision announced. Treat the date as scheduled but not settled, and check the UN’s LDC portal before you finalise anything that depends on it.

What happens to EU duty on Bangladeshi clothing?

Under the EU’s Generalised Scheme of Preferences (Regulation (EU) No 978/2012), a country that stops being an LDC keeps EBA access for a transition period of three years. On the current timetable, that would carry duty-free access for Bangladeshi apparel to 24 November 2029, provided rules of origin are met and exporters use the REX system.

After the transition, Bangladesh would need another arrangement. The EU’s GSP+ scheme gives zero duty on most lines to eligible vulnerable countries that implement international conventions on human rights, labour, environment and governance. Eligibility has criteria that Bangladesh must meet, and has been the subject of government discussions; a free-trade agreement is another route. Without either, garments would face the standard rate, around 12% for many knitted and woven items. Because this is a policy outcome not a certainty, price any programme running beyond 2029 on both bases.

How should buyers plan orders around graduation?

  • Do not panic-shift volume. Nothing changes on 24 November 2026 for EU duty. Transition periods are designed to avoid cliffs.
  • Price long programmes on two bases. For orders shipping after 2029, quote with and without preference so the margin holds under either outcome.
  • Keep origin paperwork perfect. Preference depends on proving origin. Make sure your supplier is registered on REX and issues statements on origin correctly.
  • Watch the trade deal track. A Bangladesh–EU agreement or GSP+ qualification would change the picture. Review at least twice a year.
  • Re-run landed cost for alternatives. Compare origins under the possible duty outcomes with the landed-cost calculator and read Bangladesh vs China.

Frequently asked questions

Will clothing from Bangladesh be taxed in the EU after November 2026?

Not immediately. The EU provides a three-year transition after graduation during which EBA duty-free access continues, subject to origin rules.

Has Bangladesh’s LDC graduation been postponed?

Bangladesh has requested a three-year deferral. As of 19 October 2026, no final decision had been announced, and graduation remained scheduled for 24 November 2026. Check the UN for the current position.

What is GSP+?

GSP+ is an EU scheme giving zero duty on most products to vulnerable developing countries that ratify and implement 27 international conventions. It is not automatic, and Bangladesh would have to qualify.

Does graduation affect US duty?

No. The United States does not give Bangladeshi apparel LDC preferences, so graduation does not change what you pay there.

Should I move my production out of Bangladesh?

Not because of the date alone. Compare landed cost under the possible outcomes and reconsider only if your margin depends on duty-free access after 2029.
