GLOSSARY TERM

Rules of origin

The criteria that decide whether a product counts as originating in a country for purposes of preferential duty.

For garments under the EU’s EBA, making up the garment (cutting and sewing) in a beneficiary country generally confers origin even when the fabric is imported, whereas the standard GSP asks for fabric production as well. Other schemes have different rules, so check the destination.
